History:
Like most Quarians, Ulke'Ismuth was born aboard the Migrant Fleet and, like most Quarians, would have happily spent the rest of her life working there. But that wouldn't make for a very interesting story, and Ulke is nothing if not actively attempting to make things interesting. This went doubly so in her youth; the Migrant Fleet thrives thanks to the ingenuity and dedicated work of those who live aboard it, and Ulke was always taking it upon herself to try and improve the ship she'd been born upon, the Irddle. In another story, her diligent attempts to improve the craft might have earned her a place of respect among her community - in real life, Ulke had never been much of a mechanic and after her well-intended attempts to improve the ship resulted in a long list of faults, hefty repair bills and a couple modest explosions, she was reassigned to hydroponics to keep her away from delicate machines she might seek to improve.
Thankfully, Ulke took well to working with plants. In spite of her rash, sometimes impulsive nature, nurturing growing things appealed to her desire to help her fellows. Everyone has to eat, right? She had a talent in the field, too, which helped, and in this way Ulke finally got some of the recognition and appreciation she'd been seeking so much through her teens. Unfortunately, her urge to improve things for her fellows eventually caught up with her. A group of exiled Quarians arranged a shipment of goods under a false flag that found it's way aboard the Irddle, containing several explosives. When the Hydroponics department was completely disabled by the attack, the Captain - looking to hold somebody accountable for the ensuing danger to the crew under his care - found Ulke guilty for a crime she was very well capable of committing entirely by accident. She was exiled and left on Korlus.
Korlus, as corrupt and full of garbage (literal and otherwise) as it was, isn't any more welcoming to Quarian exiles than any other place in the Galaxy. Ulke had to scrape together what she could to survive, and eventually found someone willing to hire her - a group of Krogan radicals who made good use of a small, nimble little target that could get into places they couldn't. Ulke rationalized to herself that the planet of Korlus - and the people upon it - hadn't ever really cared whether she lived or died, and after a few years of helping stage ambushes and plant explosives, she hardly lost sleep over the lives she was taking. The Krogans' cause might not be her cause, but at least she was contributing in some way and surviving.
Eventually, the radical Krogan cell was dissolved by a group of Eclipse operatives hired by various business interests on Korlus. In the confusion of the attack, Ulke managed to slip away with a bit of laundered credits. While she'd miss belonging to the Krogan's group and the couple of friends she'd made, they weren't Quarian; she'd been a tool for their cause, she'd been using them as a means of survival. She had just enough to buy sketchy passage off-planet, and went in search of a new job.
Her history with the Krogan radicals had given Ulke a bit of insight into the criminal community, and it wasn't long before she found another group to join up with - pirates. Among her own people, Ulke was hopelessly incompetent at anything but the most basic of ship maintenance. But a Quarian is a Quarian, and although the crew she joined expected near-mystical levels of mechanical expertise, they were pleased enough that Ulke could carry her own weight in raids while still lending a hand in ship repair. Ulke herself was pleased enough to be working aboard a ship again. Taking from others had no longer become simply a means of survival by this point - she'd realized that she was essentially a career criminal at this point. Although she would never participate in attacks on Migrant Fleet vessels, living outside of (Citadel) law was something she'd been doing since birth. She developed a deep 'Us vs Them' complex, with herself as a singular crusader against Citadel authority, fighting for Quarian rights and interests. Mostly HER Quarian rights and interests, sure, but someday she'd have enough credits and influence to overthrow the Citadel Council's hegemony and help her people find/take a homeworld capable of supporting them.

Over time, Ulke's dislike for the Citadel Council developed into a mistrust of the culture that'd built around it - the governments that supported each other, (but not the Quarians) aided one another in times of crisis, and assumed they maintained some sort of authority or power over the rest of the Galaxy. Regardless of how true or not actually is, she feels that the various disenfranchised people of the Galaxy (mostly Quarians) will benefit from it's overthrowing. Not anarchy per se - as a Quarian, Ulke understands and appreciates the unity of a ship's crew and it's absolute necessity - but maintains that a more inclusive government, one that doesn't exist within the literal shadows of the Protheans, is a step in the right direction.
